Shpakovsky Vladimir
Born June 5, 1940 in Minsk, Belarus. He graduated from Kyiv Polytechnic College of Communication in 1958 and in 1968 - Kyiv Polytechnic Institute with a degree - Electrical Engineer.
He is one of the founders of the Ukrainian and international associations of former prisoners of fascism (USKMV, MSKMV). His work contributes to solving problems of social protection of former juvenile prisoners their historic rehabilitation.

Shpakovsky VP participated in the preparation of the statute USKMV and its registration, developing legislative acts of Ukraine on the establishment of appropriate incentives, providing one-time financial payments to victims of Nazism from Germany. Plans and conducts ongoing work USVZHN, is responsible for working with branches USKMV. Since the establishment of unions elected first deputy chairman USKMV.
Participates in international conferences and other events CMS in preparing applications to problems of fair compensation to victims of Nazi persecution. He participated in drafting the Law of Ukraine "About the victim of Nazism." Conducted and is working with the organization of new branches of Ukrainian Union of former underage prisoners of fascism and bring them to the ranks of the Union. Much effort has given and gives the development of the international movement of former juvenile prisoners of fascism and anti-fascist propaganda.
All this work leads Vladimir exclusively on a voluntary basis, combining it with the main work at the Ukrainian National Fund "Mutual Understanding and Reconciliation".
